It also noted pipe bursts in the area affecting flow, and stated plainly that a permanent solution will require replacing the old asbestos pipes.
Read that as a specification rather than as a complaint and it tells you exactly how to plumb a house here. You are on a network with ageing mains that is actively managed through pressure reducing valves whose strainers need daily attention, and whose delivered pressure is expected to sag under seasonal demand. That is not a fault to be repaired at your boundary. It is a set of operating conditions to design around.
Which makes the standard sales response, a booster pump, frequently the wrong one. A pump takes what arrives and pushes it harder. Does the pressure problem damage anything?
